What does exist is half a dozen drafts circulating between the STPS, the Congress of the Union benches, and business leadership (Coparmex, Concamin, Canacintra). And that uncertainty, I'll tell you straight, is what has paralyzed thousands of SMEs that don't know whether to hire, redesign shifts, or just sit and wait.
