Almost no one sets up time tracking poorly on purpose. They set it up quickly, leave it half-done, and forget about it. And the first ITSS files regarding article 34.9 of the Workers' Statute showed that carelessness is very expensive: most reports do not stem from companies without a system, but from companies with a system that cannot withstand an audit.
